Can someone please let me know whether I should use "upon" or "on" for the following sentence?

This story is based ____ 2005 riots that occured in France.

The correct version would be to use the prepositional
phrase with "the" added to activate the verb. So it
would end up being...

"The story is based upon the 2005 riots that occurred
in France."
